For services to the community. Mr Bob Cater co-founded the Porirua Community Arts Council, Pataka Art Museum and Porirua City Festival of the Elements. The Porirua Community Arts Council was established in the 1960's to promote the practice and appreciation of the arts in Porirua. He has Chaired the organising committee of the Festival of the Elements since its establishment in 1992. The Festival is now a national celebration with shows and activities designed for all ages and cultural backgrounds, which today involves some 800 performers, representing 30 different cultures in the Porirua community.
