Mr Bruce Russell, ONZM, of Tauranga, for services to the New Zealand Police and the community
Bruce Russell has spent 47 years working in the New Zealand Police’s Criminal Investigation Branch. He established the first child abuse/child sexual abuse investigation unit in the Waikato and the first Proceeds of Crime Unit in New Zealand, leading ground-breaking investigation methodology and training Police in Waikato/Bay of Plenty. He is a non-sworn Specialist Investigator with the Asset Recovery Unit and officer-in-charge of restraining property pursuant to the Criminal Proceeds (Recovery) Act 2009, with a value totalling more than $48 million. He worked in a joint Commonwealth Secretariat/United Nations initiative, across the Pacific Islands and later in the United Nations, where he was involved in building capacity in investigations into financial crime, the proceeds of crime and money laundering. Mr Russell has developed and delivered training in developing countries.
