Milton Hollard, Wellington, QSM
For services to the House of Representatives. Mr Hollard entered the public service in 1969, serving in the Māori and Island Affairs Department and from 1974 in the Department of Internal Affairs. He spent 21 years with the Office of the Clerk of the House of Representatives, joining it in 1987 as Clerk-Assistant of the House of Representatives and serving until his retirement in 2008. He acted as second principal officer of the House on occasions. He was renowned for his knowledge of constitutional matters and legislative and other parliamentary procedures. He was called upon to provide advice to presiding officers of the House and other Members of Parliament, policy and legal advisors in government and parliamentary spheres, as well as colleagues, local authorities, promoters of private legislation, and members of the public. He contributed to and assisted with publications relating to Parliament.
