Ms Penny Hulse, of Auckland, MNZM for services to local government.
Penny Hulse was elected as a Waitakere City Councillor in 1995. She chaired the Healthy City Committee and supported the creation of the Family Start programme.
She continues to chair the Waitakere Anti-Violence initiative. She became Chair of the Environmental Management committee and a member of the Waitemata District Health Board.
As chair of the City Development Committee, she oversaw the development of the Waitakere Ranges Heritage Area bill. She was Deputy Mayor of Waitakere City until amalgamation and then became Deputy Mayor of Auckland and chaired the Auckland Development committee.
Ms Hulse was reelected to the Auckland Council in 2016 and has chaired the Environment and Community Committee.
