Timothy Horner
Timothy Horner, of Otaki, received the Insignia of a Member of the New Zealand Order of Merit for services to the New Zealand Customs Service. Mr Horner has had a career in the public service spanning 40 years. He was policy manager at the New Zealand Customs Service for more than 10 years. Previously he worked at the Ministry of Defence and the Department of Internal Affairs. He was the leader and manager of the New Zealand Customs negotiations for a number of free trade agreements including the Thailand Free Trade Agreement in 2005, the Trans-Pacific Free Trade Agreement in 2006/2007 and the China Free Trade Agreement in 2008. Mr Horner initiated the production of an academic assessment of border management and led the preparation of a series of amendment bills for the Customs and Excise Act, 1996.
